November 21, 2010 – COP-4 – The fourth session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control (WHO FCTC) has come to an end in Montevideo, Uruguay from October 15 through October 20, 2010.

You can not have an effective tobacco control program unless the flow of illicit (illegal, contraband, smuggling, black market) tobacco products is controlled.
